Scouts must be in complete uniform to sit for a board of review and to receive advancement. Scouts should be in full uniform every week (pants, belt, shirt and neckerchief), but to advance in rank it is essential. If you have questions as to what is meant by a "full uniform", you can ask any of the adult leadership or your son can ask anyone in a Scout leadership position.
